Five Facts About Women Veterans is the Department of Labor blog post authored by Latifa Lyles, Director of the Women's Bureau. In this blog Latifa notes that women veterans are now the fastest growing segment of the veteran community. The Department of Labor expects as many as 2.4 million women veterans across the country by 2020. The Labor Department Women's Bureau has released information about resources available to women veterans to help them with important things such as getting job training and education, arranging child care and locating jobs.

Military Family Month affords Americans the opportunity to recognize the sacrifices that women and men who proudly serve our great country make, both on the battlefield and at home. When Military Family Month was first celebrated in 1993, in the aftermath of the first Gulf War, the demographic characteristics of service members and veterans were going through a dramatic change. Nearly 40,000 women were deployed in support of Operations Desert Storm and Desert Shield.

Women veterans are now the fastest growing segment of the veteran community, equaling roughly 10 percent of our nation’s 22 million veterans. The U.S. Department of Veterans Affairs expects this growth to continue, with as many as 2.4 million women veterans across the country by 2020. Some other interesting facts about women veterans:

  • Women veterans are also at least as likely as non-veteran women to have young children.
  • Nearly 84 percent of female veterans are of working age (17-64 years) compared to 55 percent of male veterans.
  • Alaska is the U.S. state with the highest concentration of women veterans in its population.
  • A greater share of women veterans work in management, professional and related occupations than male veterans or non-veterans of either gender.

Knowing the facts about women veterans is crucial to understanding how women transition into the civilian labor force, and what we can do to help serve them. The Department of Labor wants to ensure that women veterans have gainful employment opportunities to care for their families, and also that they have time to spend with them once they find employment. The Women’s Bureau is proud to support the Department of Labor in pursuit of this important goal.

In addition, we’ve released information about resources available to women veterans to help them with important things such as getting job training and education, arranging child care and locating jobs.

We often hear “thank you for your service” as a common refrain for acknowledging the service and sacrifice of our nation’s veterans, but we owe it to them to actively demonstrate our gratitude as well. The Women’s Bureau and the Department of Labor are proud to play a part in the effort to help veterans translate the skills they learned in service to our nation into gainful job opportunities.

NYC Web Development Fellowship Offering Tech Training, Internships and Jobs

Department of Small Business Services announces launch of NYC  Web Development Fellowship offering tech training, internships and Jobs to 18- to 26- year olds.

BuzzFeed, Microsoft, AppNexus, The  New York Times, and Kickstarter providing 12-week internships.

New York - The New York City Department of Small Business Services and the NYC Tech Talent Pipeline, in partnership with the Flatiron School and Youth Development Institute (YDI), today announced the launch of a new model of the successful NYC Web Development Fellowship. For the first time, the program will exclusively serve 18- to 26-year-olds without a college degree. Since its launch in 2013, the program has provided intensive training free of charge to 56 participants, with 96 percent of participants from the first cohort now in jobs with companies like Intel, Etsy, and Venmo at an average salary of $70,000. As part of the City's Tech Talent Pipeline initiative, the new Web Development Fellowship will begin in January 2015 and include a five-month on-campus training, a 12-week paid internship in companies like BuzzFeed and Microsoft, and placement in technology jobs paying $65,000 or more. Eligible applicants for the NYC Web Development Fellowship must be between 18 and 26 years of age, live in New York City, have not completed a college degree, earn less than $50,000 a year or be currently unemployed, have never worked as a web developer, and meet federal selective service requirements. The Cooper Union's Retraining Program for Immigrant Engineers

In 1987, Bnai Zion initiated a program under its Scientists Division to help scientists and engineers who immigrated to the United States from the former Soviet Union to find jobs. At first, classes were given at the Bnai Zion House, but the number of students soon outgrew the space. In 1991, Bnai Zion formed a partnership with Cooper Union to run the program on a larger scale. The Cooper Union provides the courses, instructors, facilities, and equipment. Bnai Zion conducts outreach, offers students career counseling and job placement services, and workshops for English language skills. Bnai Zion also advertises the program, registers and selects students, and keeps records concerning job placement and enrollment.

Bnai Zion Scientist Division has a library of more than 200 professional videotapes. This video collection covers science and technology, mechanical, electrical and civil engineering, chemistry and environmental protection, computer science and job marketing. Bnai Zion also provides students with 60 different support materials, which are prepared by our instructors. By watching these movies and reading these books, our clients improve their English and learn professional terminology and job-hunting skills. 

Since the inception of the program, the Re-Training Program for Immigrant Engineers has 15560taught over 3,700 students and placed more then 2,100 of them in jobs.

The program offers more than 20 introductory and high-technology courses designed to bring engineering, computer programming, and business skills of participants up to date. Over the years, the course offerings have been flexible in response to the demands of the job marketplace and the needs of the students. 

Courses are held at Cooper Union Albert Nerken School of Engineering, are taught by Cooper Union alumni, graduate students, and experts. Courses are offered in fall and spring, and occasionally during winter inter-session or the summer, depending on funding. Participants receive 24-30 hours of course time per session. Classes varying between two and three hours and the sessions between eight and twelve weeks. 

Professor Fred Fontaine, chairman of the electrical engineering department of Cooper Union Albert Nerken School of Engineering, directs the program from Cooper Union. Larisa Akerman, program director of the Bnai Zion Scientists Division, is in charge of this program from the Bnai Zion Foundation.

The United States Patent and Trademark Office (USPTO) , an agency of the Department of Commerce,  has some unpaid positions offered in its Summer Externship 2015 program.

This program is intended to give students an opportunity to experience what it's like to work at PTO, as well as interact with experts in several disciplines, explore opportunities and develop or enhance personal and professional skills.  

If selected,  you will be assigned to a project for which you will own specific tasks in one of OCIO's five offices.  You will learn new skills, procedures and techniques in the following business areas:

Jumpstart your career at  Computer Center For Visually Impaired People (CCVIP).

According to the Bureau of Labor Statistics, a high percentage of jobs in Electronic Health Records Management (EHR) go unfilled each year because of a lack of qualified applicants.

Now you can be part of this fast growing field this spring when the Computer Center for Visually Impaired People at Baruch College offers training in EHR.

In this 10-week course students learn:

  • How EHR is used in doctors' offices, clinics, hospitals, insurance companies, and other healthcare settings
  • How to work with different EHR software systems
  • Concepts related to patient registration, scheduling, front, middle and back office operations.
  • Healthcare revenue cycles
  • Legal considerations, HIPPA compliance, and confidentiality issues

Students will also explore employment opportunities in the healthcare industry and will receive professional assistance with resumes and interviewing.  Successful graduates will participate in a paid internship.

This exciting career opportunity is especially geared toward people with impaired vision.  Qualified candidates must have either an Associate's degree or comparable work experience.

Eligibility Criteria and Admissions Requirements

To be eligible for this program, applicants should:

  • Be visually impaired (note that legal blindness is not a requirement)
  • Have an earned high school diploma combined with some post-secondary training and/or competitive work experience
  • Demonstrate a high degree of computer proficiency, especially with respect to their assistive technology configuration
  • Be highly motivated to enter or re-enter the workforce

Job Description

  • Providing guidance to senior management regarding employee relations issues.
  • Ensuring compliance with all state, federal, and federal contracting requirements.
  • Participate in administrative staff meetings and attend other meetings with business partners. 
  • Develop and maintain affirmative action program: file EEO-1 and VETS-100a annually, maintain other records, reports, and logs to conform to EEO regulations.
  • Perform benefit administration to include claims resolution, invoice approval, and annual re-evaluation of policies for cost effectiveness, information activities program, and cash flow
  • Perform payroll administration to include weekly processing, maintaining up-to-date deductions/garnishments, and funding of 401k accounts.
  • Develop and implement strategic recruitment plans to ensure selection of highly qualified personnel.   
  • Develop, implement, and revise the company’s compensation programs.
  • Investigating and resolving all employee complaints and disputes.
  • Establish and maintain department records and reports. Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

Asians and Pacific Islanders in the U.S. Labor Force: Contributions and Challenges

May is Asian-Pacific American Heritage Month, which celebrates Asians and Pacific Islanders in the United States.

According to the Library of Congress, "The month of May was chosen to commemorate the immigration of the first Japanese to the United States on May 7, 1843, and to mark the anniversary of the completion of the transcontinental railroad on May 10, 1869. The majority of the workers who laid the tracks were Chinese immigrants."

AAPIs (Asian Americans and Pacific Islanders) represent over 30 countries and ethnic groups and speak over 100 languages.

One of the greatest contributions from AAPI workers is the building of the first transcontinental railroad. The majority of the workers were Chinese, and many of these workers died from the freezing winters and the backbreaking and dangerous work conditions. The United  States Labor Secretary, Tom Perez, in his blog, They Helped Build a Railroad and a Nation: Honoring the Chinese Railroad Workers, honors the Chinese workers and advocates for today's most vulnerable AAPI workers that include Filipino health care workers, Korean grocers, South Asian taxi drivers, and Vietnamese nail salon workers. Secretary Perez asserts that the Department of Labor's prorities are also priorities for AAPI communities.

One of the major challenges for the most vulnerable AAPI workers is unemployment. Portia Wu, Assistant Secretary of Labor for Employment and Training, in her blog, Unemployment Challenges for AAPI Workers, points out that Asian Americans, as a group, had the lowest unemployment rate, 5.2 percent in 2013, while the national unemployment rate is 7.4 percent. However, the Vietnamese and smaller Asian populations like Laotians, Cambodians, Bangladeshis, Pakistanis, Hmong, Burmese and Nepalese had an unemployment rate of 41.7 percent in 2013. In addressing the challenges of unemployment, the Department of Labor offers variety of employment and training programs as well as the Self Employment Assistance initiative.

Asian American families  place a high value on education. According to the U S Department of Labor, in 2013,  AAPIs with a bachelor degree or higher accounts for over 53.4 percent of the population, which is substantially higher than the next closest group, Caucasians, at 31.9 percent. However, a wide disparity exists among this high educational attainment group: Indian- Americans have the highest rate of college graduates (76.1 percent), followed by Korean-Americans (58.7 percent),  and Chinese -Americans (56.8 percent), while on the lower end, Vietnames-Americans (29.5 percent) and Native Hawaian and Pacific Islanders, at 26.5 percent, have a college degree. Nearly one-third only have a high school education. In addressing the disparity in educational attainment within this group and other populations, the Department of Labor offers free job training programs that lead toward  an associate or bachelor's degree. The Labor Department also works with Registered Apprenticeship sponsors and colleges to turn years of apprenticeship training into college credits. Besides preparing workers with a college education to meet the needs of the job market in the next decade, the Labor Department also offers green cards to foreign graduates students in STEM education. A recent Galup poll reveals that nearly 30 percent of AAPI workers have reported discrimination in the workplace. The White House Initiative on Asian -Americans and Pacific IslandersWHIAAPIalong with an interagency working group, launched the Vulnerable Worker Project. The purpose of this initiative is to listen to and understand employment and labor issues of this popultion, to educate them about their federal civil rights and labor protection, and develop enforcement and policy priorities for federal agencies to address their labor and employment issues. Phil Tom, in his blog, Speaking Up for Vulnerable AAPI Workers, states that "it's a moral imperative to ensure that the services and protections offered by the federal government are available to all."

This year, the Labor Department introduces seasonally adjusted data for Asians from the Bureau of Labor Statistics' Current Population Survey. Dr. Heidi Shierholz, Chief Economist of the Department of Labor, in her blog, Better AAPI Data for Better AAPI Policies,states that data help the Department understand how they can better serve diverse communities, target resources, and assess programs.

This training is open to anyone who is receiving food stamps but no cash assistance.  Class runs for eight weeks, followed by one-on-one meetings with a job developer. CMP also provides Free Home Health Aide Training for bilingual English/Cantonese speakers who are receiving food stamps but no cash assistance. Training runs Mondays through Fridays for six weeks and includes test prep and taking the HHA certification exam. Students learn about direct care techniques such as taking vital signs and assisting with personal hygiene and nutrition. Nontraditional Employment for Women (NEW) trains women and places them in careers in the skilled construction, utility, and maintenance trades. It helps women achieve economic independence and a secure future. For information call 212-627-6252 or register online.
